Neither the server nor your client knows if other user's avatars are
animated or not.  The client that's generating the animation continuously
sends AVATAR commands to the server, each time the animated avatar should
change.  Perhaps it would be more useful to have the option "Ignore Avatar
changes made within X seconds" with a slidy bar from 0.0 to, say, 20.0, in
increments of 0.1 seconds.

Even quickly animating avatars use a trivial amount of the bandwidth of a
28.8 modem, once all the individual image files are downloaded.

As for size, some people don't like to see very large avatars, even if
they're within the server's defined limits.
