[OpenVerse] Text Chat Changes

While you guys stay coding the important stuff, i decided to tackle the 
little stuff, and seems fitting since i just started tcl (not programming).

I added a quit button to text chat. Also made the .chat.bottom.send 
'-activeforeground red' to match the rest of the app. Yes the Quit button 
has the red activeforeground too.

I know this is note a great leap in the programming wonders of ov, but
i am just going down the TODO list, and tring to help ov development any way 
i can.

I think it would be best if the tutor was put off till 1.0 (Cruise's
advice), till the protocol is set in "stone".

Also, what would you think of shortcut buttons for the balloon commands 
(smile, frown, and the effects). Probably not a good idea to put a push 
button. Why is it even here?
