[OpenVerse] Avatar sizes

I would like to adopt a minimum avatar size that would NEVER
generate a "Server says: TOO BIG" message. It often takes hours
to create "just the right" avatar, only to find out that it can't be
used
when wanted, because the size limits can be changed  on a whim.

With a "reasonable" hight and width that will never be "shut out",
I would tend to favor making many of my avatars at or near that
size.

This "rule" would only serve to lessen aggrivation.
