Here's an alternative I thought of.

I haven't checked the code to see if this is already in place, but the
"Disconnect" button should also set MV(downloadingroom) to 0.  Since
Disconnect would also effectively get someone out of a room, it probably
should cancel all in-progress DCCs of room files, and probably object files
too (maybe just stop all DCCs except the ones going into the download
directory).  If this were implemented, then the problem of getting stuck in
a room until its image finishes downloading would be gone.  If you don't
want to wait for the download to finish, just click Disconnect, then use
Passageways or /connect or whatever to go back to your previous room.  Then
the "End Download" button could be disabled for room downloads, but you
still don't get stuck.

To make moving forward and backward between rooms easier in this case,
maybe a "Room History" pulldown would help.  Then you could browse through
all your previously visited rooms by their title and/or server:port, and
jump to them easily.  I'll take a stab at implementing this over the
weekend.
