[OpenVerse] Message board

I thought of another interesting thing to add to rooms: message boards.

They could be either open to all, moderated by the captain, or only
available to the captain for posting (or maybe to a special group). 
The use I thought of was for the captain to post important information
(such as, "The room will be down on the 24th.") that he might not be
around to tell everyone himself about.

Of course, there will be limits to how many messages can be sent (or,
better yet, a limit on the combined size of all the messages--so that
servers won't get clogged).  Also, I think that messages should have
expiration dates.

This can get really complicated with folders and conferences and
permissions and all... just avoid all of this BBS-related mess and keep
it simple.  I think a message board window should be separate from the
main chat screen.

Hmm... maybe this can be written as a plugin.
