Of course both are needed, but there's still this typo.  Make sure that
both are created.

What about my other idea where these directories in the O3 lib directory
are scanned and their contents are copied?  This would be much better than
the current system where every file that needs to be copied has to be
explicitly specified in OpenVerse.tcl.
