[OpenVerse] Proposal for new ORT toy

I think it would be neat if an OV server could optionally display the number 
of minutes or seconds until the ORT arrives.  I think it could do this without 
any change in the OV protocol.  The server has to keep track of the intervals 
between arrivals of the ORT, not counting the time the ORT stays at the 
server.  It would keep a running average of the time that it takes the ORT to 
return.

This wouldn't give the exact time of arrival but it would be close enough, I 
think.  Amtrak used to say that any train that arrives within 10 or 15 minutes 
of its scheduled time is "on time".  ORT can use that slack, too.

I'm not a Tcl/Tk coder but I think I could hack something if I had the ORT 
source code.
