[OpenVerse] ChtFuncs.tcl patch

I finally found my first bug in the No_CursorFocus.diff, it seems I
forget about the proc to clear the window and with the patch applied it
could not be cleared.
Along with that fix I have also added a few extra features to the patch.

Features Include:
No more will the text window keep the curser focus after copying text.
The mouse wheel now has bindings for scrolling the text chat history
(thanks to Sketch for the insight)
New keybindings (Ctrl+Arrow-Up) and (Ctrl+Arrow-Down) will scroll the
text chat history.
The eraser icon, as well as the hot key sync (/cls) (/clear) will
clear/erase the text chat window.
