I've set up modems in Linux before... they are quite tempermental.  I've
had the best luck with the Helix Gnome configurator thingie.  If the modem
is on the list of supported modems (i.e. "real" hardware modems)  you
should be able to make it work.

Try the helix crapplet, it worked for me both times I helped friends set
up modems.
