[OpenVerse] Avatar ratings

I just had this idea. Attach various ratings to avatars that people can
voluntarily add when they create them. Rate it from 1 (not at all) to 5
(very much so) in a handful of areas such as Adult, Animated, Size, stuff
like that.

Then say, I've created an avatar of my favorite porno star doing
unspeakable (and likely illegal) things to a donkey, I could rate it as
Adult 5. Other people can choose to allow or disallow the avatar based on
their own preference level. If someone has set their maximum Adult rating
to 2, they'd see a penguin instead.

People getting on OpenVerse from work could set their Adult maximum rating
to 1. If others' avatars are honestly rated, nobody will walk by your desk
at work and see something they shouldn't.

Or I've created an avatar that animates three times per second. I rate it
as Animate 3. Someone's client has their maximum Animate rating set to 2.
The client somehow figures a minimum time to pass before that new avatar
can be changed again, and discards AVATAR commands from that user until
that time passes. I'm not quite sure how to calculate that without
thinking about it more.
