[OpenVerse] coupla more features for ov

How about a feature that tells OV users about the OV server that they're 
connected to?  I'm thinking that this could be the way that a visitor learns 
about the local rules of the server, such as what topics are suitable, and 
what cool stuff is available, like MP3s.  Maybe all this info could be kept in 
a file.  Maybe this can be implemented with one of Cruise's new mouseover 
objects?  Roll your mouse over the icon that says "HOUSE RULES" and you get a 
file download or a URL to click on.
