[OpenVerse] /effect spaz

I just thought of a cool new effect: spaz.  When you issue an /effect spaz,
you move about randomly (within a radius) for a little while.  It's a
little like /effect shiver and /effect jump combined, except that it's
random.

Whaddayous guys think?
