[OpenVerse] strange AVATAR behavior

I've noticed recently some strange behavior with the AVATAR command, some
clients seem to be sending them regularly, heres a paste of some debug output
from the GTK+ OpenVerse client

command: AVATAR
rest:  ^WoodElf^ default.gif 0 40 1988 20 0
