[OpenVerse] Change in MetaV.cfg for Windows packages

Cruise,

In the windows package:
Change MetaV.cfg to the settings below

DO NOT use full paths for OpenVerse SETs
NT and Windows 2000 paths are not like
95, 98 and ME

Putting in something like:
set MV(personal.image) "c:/openverse/icons/pinfo.gif"
will cause NT and 2000 to FAIL

Just do the paths like this:
set MV(personal.image) "icons/pinfo.gif"
