[OpenVerse] BUG - FIXED - ORT

Here is another email for vile to laugh at.

There was a problem with the ORT skipping past stopps which were not down.
Again, this problem was LAG related. If the remote site did not respond with
it's number of user's and the message REGISTERED telling the ort it's happy with
it being there, then the ort train would go on to the next stop cause it was
still in moving mode and I had never anticipated it would take more than 1
second to get user and register info from the remote server :)

SO! There is a new mode which should have been implemented to begin with. WARP.
It will wait in warp more for a configurable ammount of time (5 seconds) for the
remote server to respond with it's user cound and approval message and THEN move
on to the next server.
