Server Functions
SendToAllUsers
Usage: SendToAllUsers "Stuff To Send"
This function will send the progided text to all logged in users. Text
passed to this function should be pre-formated protocol information
and ready to go to the user. ALL Information passed through this
function will be logged if logging is enabled.
